This curriculum is designed to provide Airport Operators guidance to implement a well-rounded approach to their winter operations training needs. 

The information contained within this course reflects the current FAA Advisory Circulars pertaining to (AC) 150/5210-20 Ground Vehicle Operations on Airports, AC 150/5200-30 Airport Winter Safety and Operations, AC 150/5220-20 Airport Snow and Ice Control Equipment, FAR Part 139 Certification of Airports, and actual Airport Snow and Ice Control Plans.

This course is intended to educate the Airport Equipment Operator, Airport Operations Specialist, and other individuals performing Snow and Ice Control Measures on Airports. The information contained within is to provide each attendee sufficient knowledge of the following:

  1. Human Factors that impact safety and efficiencies during winter operations.
  2. The applicable regulations for Snow and Ice Control measures at FAR Part 139 Certificated and now certificated airports.
  3. The Chemical and aggregate available to airports. How they are applied and performance expectations.
  4. Aircraft Deicing impact on airport winter operations.
  5. Safety Management System (SMS) applications during winter operations.
  6. Interpreting and responding to Winter Weather Forecasting.
  7. Snow and Ice Control Equipment.
  8. Safe and applicable communication regulations, techniques and application.

Carlton Braley is the Senior Vice President, Sales Fortbrand Services, Inc. He began his career for the City of Manchester Department of Aviation April 1994 and retired from the airport in 2021. Carlton is the Academic Chairman for the International Aviation Snow Symposium, (IASS) Committee. Carlton has chaired and led the development of the International Aviation Snow Academies offered at numerous industry conventions and on-site at airports. Carlton is married to his wife Doreen; they have two daughters, Amanda and Kelly, one son Carlton III, and two grandsons.

Christopher Dougherty, AAE, is the Vice President of Operations & Security at Philadelphia International Airport, responsible for Airfield, Terminal & Landside Operations, Airport Operations Center (AOC), and Security with more than 29 plus years of Airport management experience. Chris started at Philadelphia International Airport in 1994 as a part-time Information Receptionist while still in college and was subsequently hired full time as an Airport Operations Trainee. Chris worked his way through the organization holding positions as Assistant Operations Officer, Airport Operations Officer, Airport Operations Superintendent, Airport Operations Manager, before being promoted to VP of Operations & Security in 2019. He manages a staff of over 80 professional employees with an annual budget of $25 million. Chris earned a Bachelor of Science degree in Aviation Management from Wilmington University and a Master of Business Administration degree from Widener University. Chris is also a licensed Pilot.

 

Matthew Gabbert

Matthew Gabbert is currently the Senior Manager of Airfield Maintenance at the Cincinnati/Northern Kentucky International Airport. Matthew is responsible of the daily oversight of the airfield and landside maintenance at CVG. Matthew is currently working on his 23 year of service at CVG. Matthew has held many previous roles and has worked him self up the ranks while starting as summer seasonal employee while he was attending college. Matthew has attend the University of Kentucky and Northern Kentucky University. He has a BA in Organizational Leadership. He is a proud member of the International Aviation Snow Symposium for over 10 years. He is very active and has helped put together the Snow Academies and the Operator of the Year award since their inception at the IASS. Matthew is married to Deanna. They have 2 sons, Cody and Carter.

 

Lisa A. Gahm, M.S., A.A.E., ACE

Lisa has over 30 years of expereince in the aviation industry and is an Accredited Airport Executive. She is currently the Vice President of Operations at Dallas Fort Worth (DFW) Airport. She retired in 2020 Denver International Airport (DEN) and Stapleton International Airport prior to DEN opening just shy of 30 years serving in numerous operational and leadership roles. She has led Airport Operations, Terminal Operations, Ramp Control Tower, Emergency Management and Airport Operations Center teams. Most recently at DFW she leads Airfield Operations , Safety Administration and Corporate Aviation. Lisa has a passion for employee engagement and development, innovation and continuous improvement; she earned a black belt in Peak Performance. Lisa started her Airport Management career at Morristown Municipal Airport in New Jersey after working in airline operations with Eastern Airlines, Pan Am and Sun Country airlines. She co-chairs the AAAE Hub Airport Winter Operations & Deicing Conference. Lisa graduated from Metropolitan State University of Denver with a Bachelor of Science in Aerospace Science. She went on to get a Master of Science degree in Environmental Policy and Management from The University of Denver.

During his time at Denver, he has been the FAR Part 139 Inspection Lead, Ops Airfield Paint Lead, and Snow and Ice Program Lead. Brett has also earned his Denver Black Belt in Continuous Improvement. He enjoys working with his team on process improvement. Prior to working at Denver International, he worked at Westchester County Airport, Minneapolis Saint Paul International Airport, Dubuque Regional, and Popular Grove Airport. He graduated from the University of Dubuque with a BS in Aviation Management. He is also a Commercial pilot. Brett is married to Megan and they have two children. Darren Large is the Director, Facilities & Operations at Morristown Municipal Airport. He has been with MMU for the past 21 years and has served in various capacities such as Operations, Projects and Grants and Facilities Manager. He is currently responsible for day-to-day maintenance and operations at the facility, snow removal activities, airport capital improvement plan, wildlife control, obstruction removal/approaches and any other number of things that come his way throughout the day. Darren received his bachelor’s in history with airport management minor from Dowling College and a master in Aeronautical Science and Management from Embry Riddle Aeronautical University. Jon has more than 40 years of experience in the aviation industry. The majority of this with an aerial perspective as a pilot in the Royal Norwegian Air Force, and later as a commercial pilot operating throughout Europe. In addition to flying, he has participated in technological-operational projects, and also held several leadership positions. The latest being Director of Flight-crew in SAS. In 2022 Jon joined Avinor, the operator of 43 airports in Norway, as Vice President for the Airside Operations Dept at the Avinor HQ. Area of responsibility includes Aerodrome Design Certification, Flight Procedure design, Rescue & Fire Fighting Services, and Airfield Maintenance Services - including winter operations. The department consists of subject experts and defines requirements and concepts of operations at Avinor airports. Having operated B-737s on short and slippery runways in marginal conditions, Jon has been given the opportunity of bringing the perspective of aircraft operations into the job of ensuring optimum concepts and requirements for winter operations at Norwegian airports.

Derek V. Martin, A.A.E., ACE

In August 2018, Derek was appointed the Executive Director of the Erie Regional Airport Authority. In 2016 Derek Martin was appointed the Vice President of Operations and Maintenance for the Wayne County Airport Authority, which includes Detroit Metropolitan Airport and Willow Run Airport. He will oversee 7 direct reports and approximately 300 people in the following areas: Department of Environmental and Sustainability, Process Improvement, Landside Services, Maintenance, Power Services, Airfield Operations, and Willow Run Airport. In 2010 Derek Martin was appointed Deputy General Manager for The Port Authority New York and New Jersey. As the Deputy General Manager, Derek supported the general manager in managing Stewart Airport and directing the airport's air service and business development, strategic and investment planning, and community relation efforts. In his role, Derek will also be responsible for ensuring that the airport is in compliance with all federal, state and local laws and regulations and for providing general oversight of the operations and maintenance services contract. Derek brings to the Port Authority 20 years of progressive experience in the travel and aviation industry. Most recently, Derek was the Airport Director for the City of Klamath Falls in Oregon, home to the Oregon Air National Guard. During his tenure at the Klamath Falls Airport he secured $35 million in funding for various projects including rehabilitation of the primary runway. Derek's accomplishments also include developing, directing and managing comprehensive air route service development initiatives and broad scale marketing plans, programs and strategies to promote passenger and cargo service at the Greater Rockford Airport Authority in Rockford, IL. Derek has a MBA from New York University, Stern School of Business and he is a graduate of St. Mary’s University in Winona, Minnesota with a BA in Accounting. In addition he is an Accredited Airport Executive (AAE) of the American Association of Airport Executives (AAAE).

Joe McCabe has been employed with the Wayne County Airport Authority (Detroit Metropolitan Airport) for over 25 years. Joe is currently the Vice President of Operations and MAintenance, responsible for Airfield Operations, Maintenance, Fleet Services, Power Systems, Planning/Training and Willow Run Airport. Travis is the Chief Operations Officer for the Allegheny County Airport Authority, which operates and manages Pittsburgh International Airport (PIT) and Allegheny County Airport (AGC). He and his experienced team oversee Public Safety, Operations and Maintenance at both airports with a top priority of Safety, Security and Public Health while assuring a daily safe and secure travel and work experience. His team’s collective experience is vital in the design and construction of PIT’s billion-dollar Terminal Modernization Program which is due to open in 2025. Prior to joining ACAA, Travis was the Aviation Operations Officer reporting to the Port Authority of New York and New Jersey Aviation Director in which he had operational control of Aviation for the Port Authority including the airports of John F. Kennedy, Newark, LaGuardia, Stewart and Teterboro. While at the Port Authority he also served as the Fire Chief where he developed and operated the Aircraft Rescue Fire Fighting program across all five airports. Travis has 25 years of experience in aviation and began his career while serving and subsequently retiring from the U.S. Air Force, of which he served in a multitude of locations with increasing responsibility throughout the United States and around the world. Travis holds a bachelor’s degree in Technical Management from DeVry University and holds a number of professional certificates and designations from his career in the military.

James Moorhead C.M. Director, Airport Operations Jim leads the Airport Operation team at Pittsburgh International Airport, Allegheny County Airport Authority. His current role is the Director of Airport Operations. Jim has been with Pittsburgh International Airport for twenty-eight (28) years in various roles from the Airport Operations Duty Manager to the Superintendent of Airfield Maintenance. Jim is a Certified Member of AAAE. He’s been on the International Aviation Snow Symposium Committee since 2011. He’s considered an industry expert and has provided numerous presentations for American Associates of Airport Executives (AAAE) and the International Aviation Snow Symposium (IASS). He assisted with the development and curriculum of the International Snow Academies basic and advanced classes for the Northeast Chapter of AAAE and still teaches the classes for AAAE/IASS. He currently resides in a suburb of Pittsburgh, Upper Saint Clair with his wife and three children.
